Among its key policy goals are discouraging pay‑for‑play arrangements disguised as NIL deals, limiting excessive transfer activity and encouraging reforms such as five‑year eligibility limits and enhanced athlete medical coverage. The order also instructs agencies to review whether compliance with these standards should factor into eligibility for federal grants and contracts.
Importantly, the order does not itself change NCAA rules or create binding law for universities or athletic associations. Instead, it uses the executive branch’s regulatory and funding oversight authority to stabilize the current environment while urging Congress to enact comprehensive federal legislation. Supporters argue the order is a necessary step toward preserving competitive equity and protecting nonrevenue sports, while critics question its legal durability and potential unintended consequences.
