In a move to bolster American energy dominance, President Trump signed an Executive Order (EO 14241) on April 8, 2025.
EO 14241 aims to accelerate the permitting process, open additional federal lands to mineral extraction and development and prioritize coal leasing on federal lands. This would remove an Obama-era coal moratorium on leasing of federal lands.
In addition, EO 14241 requires any government agencies that sought to transition the United States away from coal production or otherwise create obstacles to using coal as a generation resource, including for the generation of electricity, to reverse that position. This requirement also includes halting the ongoing closure of coal-fired power plants, which might make the Unites States more vulnerable to electricity grid outages. The Department of Interior announced a separate initiative to disburse $13 million in grants to North Dakota, Tennessee, and Texas to support the reclamation of abandoned mine sites.
EO 14241 mandates coordination among various governmental agencies, including the Departments of Defense, Energy, Agriculture, Interior, to list and fast-track mineral production projects. EO 14241 also aims to facilitate capital provision for these projects through loans and coordination of private equity funding options.
President Trump directed the National Energy Dominance Council, chaired by the Secretary of the Interior Doug Burgum, to assess whether metallurgical coal used in steel production meets the definition of a “critical material” under the same Act. Department of Energy Secretary Chris Wright recommends designating metallurgical coal used in steelmaking as a “critical material” in the upcoming 2025 Critical Materials Assessment. This designation is intended to ensure that the U.S. maintains a stable supply of metallurgical coal in the decades to come. This reflects the DOE’s view that metallurgical coal plays a vital role in both the national security and economic stability of the United States.
These designations reflect the Trump Administration’s support for the coal industry and the position coal has in economic and national security interests for energy production and manufacturing. However, it remains to be seen whether the recent closures of many coal-fired power plants can be reversed and if coal can continue to play a vital role as one of the baseline fuel sources in electricity production.
